"free the captives" can't be completed and blocks the goblin chainquest progression

Hello,

the quest "free the captives" can't be completed. I'm supposed to click on captives to free them but it doesn't work, there is no item provided by the quest to free them. So I can't interact with the captives in any way. This quest is required to complete the goblin start zone quest chain.
