Only procs for caster direct damage spells. "Physical magic" (paladin Hammer of Righteousness) and DOTs will not proc this.
Exceptions to the "Physical magic" are the Cat Form abilities Mangle and Shred. Also, Dire Bear Form with Infected Wounds will proc the enchant with Mangle and Maul. [1]
