That's how it works. You used to be able to BoP others out of physical fear / blind as well.
You can BOP yourself when blinded... I play a Paladin so I know.
You've always been able to bop yourself out of physical effects that make you lose control of your char. Stun/Gouge/Warrior Fear/ and blind since it is physical as of several patches ago
