Забудьте уже про проки КК с желтых атак, давно уже было доказано. Да и статистика с worldoflogs была не точной, т.к. не учитывались бафы/хилы фералов от которых могли прокнуть КК в процессе боя, и вы уже получали неточный PPM.

https://xpoff.com/threads/feral-druid-at-70.8940/Haste is good for cats because of the OoC procc. Afaik, it only proccs off melee attacks (and spells (like barkskin and gotw)) so more melee attacks = more OoC proccs. I don't know the math on its weight vs strength though.
for pve omen might not be bad depending on how much haste you end up with. OoC scales with haste since it only proc's off white hits now. for pvp, id pass since pvp is all about burst and yellow bursty attacks dont proc OoC anyways
